If a patient has a wound and fracture in the same location, can wound care be billed or is it included in the fracture care?

If a patient has a wound and fracture in the same location then reporting of wound care depend upon certain things:
1.) is wound related to the fracture ?
2.) is both the procedure done in same session?
3.) is seperate incision/dressing required (is medical nessisity is allow for seperate wound care)

If wound is not related to the fracture or not done in seperate session, then we can bill wound care as well.
