voiding trial with catheter in place

If the patient comes in for a voiding trial and already has the catheter in place, can a 51700 be billed? Often the patient comes in with the indwelling urinary catheter already in place, the nurse does a fill and then removes the catheter and we have the patient void. Can we bill 51700 for a voiding trial?
