If child comes in for a Vision test only, can a 99211 be billed in addition to the vision test?

Vision screening is considered to be an integral part of the well-child or office visit.
Example - For all categories of beneficiaries and all provider types – CPT code 99173 is not payable if billed by the same provider on the same date of service as an office visit (e.g. CPT codes 99201–99215 or 99381–99397).
