Can we bill 32650 and 32651 during the same session on the same lobe or area? if yes why? if no why?

Yes, as far as billing is concerned, these codes can be billed together however performance of these procedures on the same area is very less likely as pleurodesis is the procedure to induce fibrosis between the 2 layers of pleura whereas the decortication is for debridement of the fibrosis over the lung.
