V codes and regular office visit

Patient comes in for an allergy ['995.3'], cough and URI. The doctor bills for a 99213. In the assessment he discovers that the patient is allergic to dust mite but does not code it. Can we use 'V15.09' as part of the assessment and include it in the claim?
