Triage Only

I was wondering if there is a rule or guideline regarding patient's that are "triaged only" but then decide to leave while waiting.

Can the ED charge a minimal fee for the triage or if not seen by a physician is it appropriate to charge at all?

Is there a CMS guideline or website that provides this kind of information?

Based on CMS, you would not be able to bill a facility fee in this situation. The facility fee is incident to the provider. If the provider doesn't see the patient they aren't incident to. See the link below:
