Secondary write offs

Does anyone know the legalities of contract adjustments for a secondary payer. I know we as providers are contracted with all primary payers but I don't see how if the primary process'es to deductible and the secondary denies contractual write off how that is fair to the provider, any ideas or laws pertaining to secondary contrating and/or guidelines.
