re-excision left chest wall excision site

Pt had a simple mastectomy in 2009. Had recurrent breast cancer at resection site of mastectomy wound. Would I use 19301 or 11606. Appreciate any comments on this. Thank you.

Usually, when doing re-excision at the site of mastectomy wound, it is considered malignant lesion and coded as you haved coded(11606). But, I would suggest that still we need to check the documentation to pick the difference between a tumor and a lesion.
