If the epinephrine is being used in a nebulizer for this "inhalation" treatment, it is billed at just that: 94640-pressurized or non-pressurized inhalation treatment or perhaps 94664-continuous inhalation treatment, first hour. This would be billable in the outpatient setting. There is no specific code for the racemic epinephrine supply. Inquiry to the carrier on the possible use of J0171 (INJECTION, ADRENALIN, EPINEPHRINE, 0.1 MG) for the medication supply should be made.
