May a doctor in a group bill 88332 because another provider billed 88331?

No, you can’t bill 88332 without 88331.
As per CPT guideline (Pg-XI/Introduction), "The add-on code concept in CPT 2012 applies only to add-on procedure or services performed by the same physician".
