I should be able to code both procedures, correct? The diagnosis codes do conflict.

As per the provided documentation, you can bill both the procedures codes if the anatomical site of both the procedures are different. Documentation is always the linchpin for successful reimbursement. If physician has performed ORIF procedure and documented in operative report that he performed ORIF other than the laceration site, then you can bill both procedure codes.
