Modifier usage necessary for 99354 reporting

Please advise if appending modifier 25 to your E/M code (ie, 99214) when reporting prolonged services codes 99354 and 99355. It would seem to me that it would not be necessary as they are "add-on" codes that could not be reported without the initial E/M service.
