When an ENT does a scope in the office and also gives a shot (using 96372 for administration and code for the med), is there any reason to put a modifier on the administration 96372 code?

Yes, you need to append modifier 59, distinct procedural service with 96372 if the code 96372 is included in ENT scope procedure as per CCI edit.

For example, code 96372 is included in code 31231, Nasal endoscopy, diagnostic, unilateral or bilateral (separate procedure) as per CCI edit.
