Sorry for the delay in response and thank you for your patience.  I would suggest CPT® code 31599 since in this case, there is no code that would support this procedure. Be sure to follow your payer’s policies for billing an unlisted code, which may include submitting hard copy with an operative report.

So 31599 would cover microlaryngoscopy, tracheobronchoscopy, CO2 laser supraglottoplasty, balloon dilation of trachea, steroid injection to trachea, mitomycin C application I came up with 31528 31573 31599 whats your thoughts ?

It would be best to use 31599 and submit those additional codes as comparison codes when billing to your payer.  None of those codes fully represent what your provider has performed, but the documentation will allow your payer to review and assign the appropriate reimbursememnt.
