Medical Botox injection for spasmodic dysphonia

I have a Medicare patient that one of our surgeons injected with Botox for spasmodic dysphonia-ICD-9 code 478.79. He billed out CPT code 64613, which I believe is an incorrect code, since he did this procedure with a flexible laryngoscope and injected the Botox in that manner. I feel that CPT code 31570 should be billed with J0585, the units injected and then J0585 on a separate line with the units wasted for Medicare reimbursement. Does this sound correct?
