I never seen this? Is this billable with a laminectomy and what CPT does this fall under?

I am not able to find any documentation wherein American Orthopedic Society has recommended this as an acceptable mode treatment options, and CMS having any recommendations on Coding guidelines.

Even though Lumbar facet stapling following laminectomy is a procedure to bring in more stability (like bracing skeletally immature patients), we can code laminectomy only with a 22 modifier.
