Physician perform left paramedian L4-L5 interlaminar ESI with NO CONTRAST DYE AND Caudal ESI with NO CONTRAST DYE. Fluoroscopy was performed to identify the left paramedian L4-L5 interlaminar space.

Is the CPT still 62311 even when there is no contrast dye? Do I need a modifier?

Yes, you can use 62311 even when no contrast dye is used. Use 77003 for fluoroscopy guidance.

77003 represents 'Fluoroscopic guidance and localization of needle or catheter tip for spine or paraspinous diagnostic or therapeutic injection procedures (epidural or subarachnoid)'.
