Patient had 66984 (Cataract surgery, right eye) 3-16-15. Two weeks later developed an unrelated condition, herpes zoster of the eye (053.29) and developed a non healing ulcer. We had to do 65400 (Excision of corneal lesions, right eye) in the office 5-6-15. How do I bill this?

Use -78 modifier on CPT 65400 with ICD-9 code 053.29. Please mention in document your all findings in this time period and reason for procedure.
