Implantation of radioactive seeds

In some cases, prior to a case, multiple Calypso Beacon seeds are ordered. there is no way of telling ahead of time how many will be used. If they are not all used during the procedure, is it acceptable to bill the carrier/patient for the remaining seeds or is this handled similar to medical waste?

I think remaining seed will be treated as medical waste.
