What is the appropriate code to bill for Incision and Drainage of a Mucocele located on the tissue on the inside of the lower lip?

There is no specific code for I&D of inside of lip. You can take 40799, unlisted codes for lips.
If excision of lower lip mucocele is done than you can report 40812.

Could you code CPT 40800? Shows Vestibule of mouth includes the mucosal and submucosal tissue of lips and cheeks.

For procedure below on mucocele, Inserting an 18 gauge needle and draining, does that count for an incision & drainage? If not we would code below procedure to 40820 correct?
Rt inner lower lip has mucocele. Numbing agent placed on lip for 3-4 min. Following a 18 gauge needle was inserted. Small amount of clear mucus removed, mostly blood. Afterwards we discussed alternatives risks and complications of cryotherapy and he wished to proceed. Area was frozen with liquid nitrogen in freeze thaw method a total of four times. He tolerated the procedure well. Afterwards compression was held, followed by rinsing out mouth.
