If a patient was admitted on 01/29 for induction but the patient delivers 01/31 do I bill for 01/29 dos?

No, the patient is not billed for 01/29 DOS, if she gets admitted on 01/29 and delivers on 01/31 if the provider is reporting the global maternity care (which includes antepartum care, delivery, and postpartum care), do not report three separate codes. Instead, report a single code, based on the type of delivery. Also check with the payer policies as what is included in the global package may differ.

Note: If a patient develops complications of pregnancy or the provider treats the patient for an unrelated problem, these visits are excluded from the maternity global package and can be reported separately. Append modifier 24.

Coding in such case also differs scenario based. To be more appropriate you need to provide us with more information.
