Global procedures

Does the global period of a surgical procedure(ie 10060) done in a PCP office apply? We have a FNPC that is insisting that "she does not bill global procedures as a surgeons office does" Does the 10060 have to be performed by a surgeon?

Global surgery applies in any setting, including an inpatient hospital, outpatient hospital, Ambulatory Surgical Center (ASC), and physician’s office.
