Fragmentation of urethral calculus

My doctor did a Cystourethroscopy with direct vision internal urethrotomy 52276. He then pushed a stone from the urethra into the bladder then fragmented it and washed out the pieces. I would use code 52317 but according to Dr. Ferragamo, this code is for stones that originate in the bladder. Code 52353 includes ureteroscopy which was not done. Can you advise?

As per the above mentioned documentation, CPT code 52353 can be billed with modifier -52 (Reduced services) as ureteroscopy was not required.
