99223 (Initial Hospital Admit) cannot be billed with the Discharge codes 99238/99239 on the same date. If the patient is being admitted and discharged on the same date you would want to choose from code range 99234-99236:

Observation or inpatient hospital care, for the evaluation and management of a patient including admission and discharge on the same date
