EKG transmission billing

Our ED physicians want to know if they can bill for the EMS EKG transmission reading they are doing pre-hospital.

As per my understanding EKG is performing in pre-hospital not in ED, so ED physicians cannot not bill EKG on their claim, but they can use EKG report for making MDM portion of E&M.
