can we bill for an incomplete EGD and a regular EGD same day. The incomplete EGD was performed at 11:30 then EGD was done again at 1:30. Can I bill 43235 with 53 modifier and then 43235 again same day without modifier?

It is incorrect to bill for incomplete EGD appended by -53 as both EGDs are in the same day. You should bill for regular EGD performed on 1:30 without any modifier.
