ED physician critical care modifier 25

For physician coding and billing. If physician documents critical care time 103 minutes; with no seperately identified procedures would it be correct to append modifier 25 to both 99291 and 99292; 99291-25 and 99292-25. Would you append modifier 25 to only 99291?

Append -25 modifier on CPT 99291 only. No need to append modifier on 99292, as anyways it is an add-on code and cannot bill without primary code.
