We saw a 3 month old patient with congestion with exposure to second hand smoke, when coding the E code a DOI is needed, what date is best to go with since they have been exposed since birth? DOB, date of visit, or initial time being congested because of the smoke?

Please use initial time being congested because of the smoke.
