Do I have to bill a procedure that I know is not payable?

Ex. Blue Cross only pays for 1 office visit '99213' etc. per year for a Chiropractor. Do I have to even bill the 99213 at all?

If you know the payor's reimbursement policy and following them regularly, then no need to bill separately when you know its a sure shot denial.
