Cysto, Dilation, Bladder Bx and Fulgeration

The doctor did a Cystoscopy on a patient and at the level of the bulbous urethra a stricture was identified. After this was dilated the Cystoscopy was continued. On the left lateral wall there was abnormal mucosa and this area was biopsied twice and cauterized.

Would the correct coding for this be:
52204- Cysto, Biopsy, Fulgeration
52281- Urethral Dilation

The diagnosis is Bladder Cancer and Urethral Stricture.

Or could the CPT code 52354 be used instead of the 52204 (which is bundled with the 52281)
