CPT for excision of foreign body

The doctor excised an embedded foreign body in the skin and subcutaneous tissue of the arm with layer closure. I suggested CPT codes 10120, 10121, however he said he did an actual excision and wants to use 11403 for the excision and 12031 for the closure. His reports reads "dissection was carried down to the subcutaneous tissues where the lesion and surrounding skin were amputated and removed from the surgical field. The incision was closed in layers. What is your take on this?

The documents states lesion was dissected down with some surrounding normal skin tissue. CPT code 11043 and 12031 supporting the document. But if it is removal of foreign body like some external object (pin, thorn, dirt, etc) bill CPT 10120/10121.
