CPT Code 20680 included with CPT Code 28285

Our Dr. performed 28285 (Correction hammertoe) and put pin(s) in and need to remove the pin(s) without another incision within 30 days in the office. We were told that removal of pin is included in the global period of the Primary procedure(28285), unless there is a complication and need to remove it for another reason/dx such as infection.
My question is: Is it true that cpt code 20680 is included with cpt code 28285? Can I verify this with an answer that is in black and white so that I can share the info to our Docs.
