You cannot bill both 99203 and 99213 on same visit. E/M code 99203 is for new patient office visit and 99213 is for established patient office visit. You may bill either of them depending whether patient was new v/s established.

Also, both 99213 and 99203 is included in code 93015 as per CCI edit. Hence, you should append modifier 25 with whichever E/M code you will use.

Modifier 25 represent 'Significant, Separately Identifiable Evaluation and Management Service by the Same Physician or Other Qualified Health Care Professional on the Same Day of the Procedure or Other Service'.
