can i bill 31622 rt and 31622 lt with a 59 ??

No. You should report only one unit of 31622. Right and left sides do not apply for bronchoscopic procedures (31622-31656). This code has a MUE value of 1 only. 150% bilateral payment adjustment does not apply here. You will get paid only for the single code.
