Coding an ED follow up visit that occurs in the ED

If an ED MD sees a pt, and instructs the pt to return to the ED for subsequent care (in this case check the injury and administer series of rabies shots) is that subsequent visit coded with ED visit codes (99281-85 series) or subsequent outpt visit codes (99212-15)? Thanks for any help!

Repeat ED visits, defined as another ED visit and should not be considered in any other manner.
