Coding 52332 with 52351

Our doc did a cystoscopy, placement of r double J stent for a R ureteral calculus. Can we bill this two codes together? Iknow that normally diagnostic codes are inclusive, but in this instance it is not, plus I don't necessarily believe it is really diagnostic in nature, since we already know that there is a stone.
So basically I am looking for what needs to be documented for these two codes to be used with one another, if they are to be used together at all.

There is not CCI edit between the two codes: 52332 and 52351. You may bill both codes together.

It completely depends upon discretion of payer to pay or not to pay. Some payer consider diagnostic cystoscopy code inclusive.
