Please clarify for me that if the doctor is not actually placing the wire are these codes used or not used, the clips are being placed in radiololgy by a radiologist and then the patient is brought to operating room for the biopsy or mastectomy whatever the case may be??

Yes, it can be billed for CPT 19081- biopsy of breast with placement of breast localization device(s) (eg, clip, metallic pellet) and imaging of the biopsy specimen, when clip placement not done by provider, then it is advisable to append modifier 52 with the procedure to avoid the denial.
