Code for anesthetic injection

Our podiatrist performed an anesthetic injection as part of the diagnostic process. His note states the following: "Will start with diagnostic injection. After discussing options with patient, consent was obtained. The area was prepped. 5 cc's of 1% lidocaine and 0.5% Marcaine was instilled into the right ankle to obtain anesthesia." What code(s) are appropriate to use?

This is local anesthesia performed by the surgeon himself. This service is included within the surgical package, so no separate injection CPT code can be billed.

Actually, this was an office visit and no other procedure was performed. The physician performed this injection as a diagnostic tool. Any codes to use besides the 99213?
