If My provider is Co-Surgeon on someone else's surgery, do he need to dictate a separate operative note? or can he use theirs operative note

Yes each surgeon involved in the surjery would have to dictate personal operative notes describing the distinct part of the procedure performed. For this he should use appropriate CPT codes with modifier 62.
