Clarification on the ICD 10 diagnoisis for complex meniscus tear

I need clarification on the definition for a complex meniscus tear. Some doctors will define it by how much of the meniscus was torn, others define it as how complex the surgery was, and others define it as more than one tear. Which is the correct way to use ICD 10 code S83.231* and S83.232*?

A complex meniscus tear includes a combination of any of the patterns listed below:
• Longitudinal
• Bucket-handle
• Displaced bucket handle
• Root detachments
• Parrot beak
• Radial
• Displaced flap
• Horizontal
• Degenerative

It means more than one tear.
