charges on dr. billing for home health cert, if not seen

Can a physician still bill for home health certification or recertification if not seen by the physicain. I understand that the physicain has to see the patient when they sign to certification to see if they can still contiune having the services.

I believe doctor can bill these codes without an office visit.
