Cervical Laminoplasty with Partial Laminectomies

My surgeon did Cervical Laminoplasties at C3-7 and partial laminectomies at C2 and T1. Would the C2 and T1 partial laminectomies be billable?

63001 (for C2 laminectomy) and 63003 (partial lamenectomy at T1) are billable. See the parenthetical notes below CPT 63051 that says:

"Do not report 63050 or 63051 in conjunction with 22600, 22614, 22840-22842, 63001, 63015, 63045, 63048, 63295 for the same vertebral segment(s))"

This means that laminectomy at C3-7 is not billable (in this case, that does not take place as well). But because of this guideline and CCI bundling of 63001 with 63050 (63050 is column 1 code), it will be difficult to get paid for 63001. To override the CCI bundling, use mod. 59 with 63001. And provide documentation supporting 63001 being done at a different level of vertebra (C2) with claim.

So, bill as:

63003
63001 - 59
