Cell Block Charges

If we make a cell block and it is determined to be acellular (after a thorough microscopic review by the pathologist)are we still permitted to bill for both the technical and professional components?

Professional component is reimbursed for interpretation of the results and writing a report, where as technical component includes billing only for the equipment, supplies, technicians, and facility. So in the given scenario cell block determined acellular, if professional and technical components have been performed, both can be billed.
