Would cautery of a bleeding tracheostomy site be included with an E/M, CPT
17250chemical cautery of granulation tissue, or UPC-unlisted procedure code?

How about 35820? The risk of bleeding or hemorrhage, pain, or other postoperative complications may necessitate the need to explore, repair or otherwise revise a surgical site. If the physician finds during postoperative examination that the artery needs further repair or revision, the procedure will be performed and documented.
I think this suits more rather going for an unlisted.
