Can you bill both 27870 and 27871 together?

The doctor lists as his procedure Arthrodesis Ankle and Arthrodesis distal tib-fib joint. In the operative report the doctor states placed a guide pin from the posterior aspect of the distal tibia across the fusion site into the neck of the talus and placed the screw. He then took the fibula and fashioned it and prepared the medial surface of it to fit back into the fibular sulcus over the distal tibia and the lateral body of the talus. None of the screws entered the subtalar joint.
