Can I bill 51700, 51702 with 52214, 52001 separate settings on same day?

Patient had insertion of Foley catheter 51702 and then had it irrigated 51700 in the ER. Patient was transferred to the OR for procedures 52001, 52214, 51798. Can I append a modifier 59 to 51700 and 51702 or should I remove them, as they are editing out bc they are components of 52214, 52001.

CPT code 51700 and 51702 cannot be billed with CPT codes 52001, 52214 and 51798 because they are considered a component of these codes and are not reimbursed separately. Appending modifier 59 cannot help in this case because Code 51700 is a column 2 code for 52001, These codes cannot be billed together in any circumstances. Similarly, Code 51702 is a column 2 code for 52001, These codes cannot be billed together in any circumstances.
