can cpt codes 55040 and 55060 be billed together?

a transverse incision was made over his right hemiscrotum overlying the hydrocele sac. Dartos fascia was opened using electrocautery. The hydrocele sac was bluntly separated off of the inner scrotal wall and delivered on the surgical field. The hydrocele sac was then opened vertically and all of the fluid was drained out, which was clear yellow serous fluid. Portion of the hydrocele sac was then excised on both sides and the hydrocele sac was then everted and closed in a bottle-type fashion. The testicle and cord were thouroughtly examined for any bleeding vessels which were controlled with electrocautery as was the inner surface of the scrotum. Testicles redelivered in the scrotum, which was thouroughly irrigatecd with bacitracin irrigation. The dartos fascia was then closed using a continous running 2-0 Vicryl suture, and the skin was cclosed with a series of horizontal mattress sutures using 2-0 chromic lubricated with bacitracin. Fluffs and a scrotal support were applied.
