B15 code

I have been receiving this rejection recently. Frustrated because everytime I try to call Medicare the call is disconneted by Medicare because call volume is to heavy. Do you have any idea what they are telling me with this rejection code.
B15 Payment adjusted because this service/procedure requires that a qualifying service/procedure be received and covered. The qualifying other service/procedure has not been received/adjudicated.

CO-B15: Payment adjusted because this procedure/service requires that a qualifying service/procedure be received and covered. The qualifying other service/procedure has not been received/adjudicated.

It means that payment not paid seperately. Submit with correct modifier or take adjustment.

That answer is pretty vague. Is there a modifier you would recommend for multiple hearing tests. My thoughts are probably a 51.

I actually mentioned the complete meaning of CO-B15 as it is defined. In multiple hearing tests, you may need to check for modifier 51 or 59.
