Are there any circumstances that a repeat TURP can be billed as 52601

One of my doctors, did a TURP for a patient with metastatic cancer; patient had a previous TURP two years ago; the doctor seems to think that there might an exception to the rule, since the second TURP was done because of the regrowth of prostate cancer with extension of tumor up into the trigone.

Though I think one can bill 52601 only once for a patient, however in this case since the cancer has extended upto the trigone, you may try billing it again by mapping it with diagnosis of trigone tumor. Thank you.
