Appropriate coding of TC modifier

We code for injections that are bundled with fluoroscopy, ie. 64990. We also have a surgery center that we bill for. Is it appropriate to code 73003-tc for the surgery center only?

Providers must use image guidance to complete the procedure, but you don't report it separately either for surgery center. The code includes fluoroscopy.
